DHS training officer Humberto Medina pointed out that “the Army faces known enemies in numbers far smaller than we have to consider. I mean, Afghanistan’s population is tiny compared to that of the United States. And the Army can supplement with aerial and artillery bombardment. We don’t have that capacity at this time.”
Medina also suggested that “Army troops are better trained and more accurate shooters than the majority of those we’ve recruited for Homeland Security. So it stands to reason that we’d need to fire more rounds to hit any given target, whether it be in a training exercise or, heaven forbid, suppressing an insurrection. In a nation with over 300 million potential enemies an inventory of billions of bullets doesn’t seem unreasonable to me.”

Even realizing that he was going to immediately be labeled as a Right wing conspiracy theorist by the Left, Congressman Jason Chaffetz posed a rather pesky question to the Department of Homeland Security this week which is sure to get a lot of tongues wagging. Why do they need to purchase huge stockpiles of ammunition? Far more, in fact, than the Army buys on a per capita basis.

With the recent release of a letter from the Department of Homeland Security to Senator Coburn, the numbers we calculated independently seem to corroborate the narrative coming from DHS. The concerns surrounding DHS stockpiling ammunition are nothing but more fear-mongering and largely unwarranted. For once, here are the facts to set the record straight:
MYTH: DHS purchased 750 million rounds of several different types of ammunition in August 2012.
FACT: The DHS contract never stated 750 million rounds at any time. It is a five year contract with a maximum purchase of 70 million rounds over the life of the contract. Military Times recently addressed this issue as well.

Despite the Department of Homeland Security recently putting in orders to purchase billions of rounds of hollow point ammunition for a purpose of what officials say is target practice, training and quarterly qualifications, Border Patrol agents were told yesterday afternoon that they will not be issued any new proficiency ammunition for next quarter.
Due to budget concerns and ammunition availability, we will not be getting issued any proficiency ammunition for next quarter. In addition to these reductions, we are also being limited to qualification ammo only.

What this means to you is that you will not receive the normal 150 rounds for practice and we will not have any extra ammunition for a combat course following normal qualifications.

Homeland Security sees the role of the military as a subset of its own mission. A right wing position paper from a think tank noted how the Army has taken critical steps to broaden its mission to include homeland security tasks. But the thinking was that the Army needs to redirect its focus and broaden its nission to augmenting its capacity to operate in the “Homeland” and broaden the reach of DHS.
In s sort of “hedging strategy”–read that; a way to bypass posse comitatus, the Army, under the authority of the Deputy chief of Staff For Operations and Plans (G3) sponsored a RAND Corporation study to explore the idea. The study noted that the nation places primary and immediate homeland security operations with civilian organizations and the National Guard and proposed a hybrid model to blend military support with civilian authority structure.

The Department of Homeland Security responded Friday to questions from Rep. Tim Huelskamp, R-Kan., about why the agency was allegedly planning to buy some 1.6 billion rounds of ammunition over the next five years.
DHS told Whispers it regularly fills all of its goods and services requirements at one time because it’s cheaper for the agency, and that the 1.6 billion number was misleading because the language of DHS’s purchase said it would need “up to” a certain amount.

Additionally, he no longer enforces our immigration laws internally and he doesn’t enforce them at the borders. In other words, America no longer remains a sovereign country, but a destination for millions of third world people.

Plus, the DHS has purchased over 2,700 armored vehicles, the same kind that the US military uses in Iraq and Afghanistan. The Department of Defense (DOD) calls them MRAP (Mine Resistant Ambush Protected). They carry .50 caliber weapons that fire from inside the vehicle. The vehicle itself is impervious to mines and small-arms fire. They are the vehicle of choice for our combat troops in the Middle East.

It was 4 months before the election yet no one in the “mainstream” media seemed interested in asking a presidential candidate about his promise to create a “civilian security force” with a $440 billion annual budget!
What, exactly, would it do? Who would be in charge? Where would a force the size of the U.S. Military be housed? Would its members—like their military counterparts—be armed? How much authority would such a force exercise over the American people? From whom would it be derived? In his speech, Mr. Obama made it sound as though most of the members would be volunteers.
If so, why would a near half trillion dollar budget be necessary?

Last year, it was reported that the Department of Homeland Security had purchased 1.6 billion rounds of hollow point ammunition of various calibers for reasons that the agency refuses to reveal. On Wednesday, the DHS announced that it would acquire another 200,000 rounds from a company known as Evian Group, Inc.

The DHS put out a solicitation for the purchase on the FedBizOps.gov Web site on Dec. 17 for the agency’s Federal Law Enforcement Training Center, requesting .40 caliber hollow point rounds, Federal Ammunition of 1,000 rounds in 200 cases.

DHS is asking for the 7,000 “select-fire” firearms because they are “suitable for personal defense use in close quarters.”
The term select-fire means the weapon can be both semi-automatic and automatic. Civilians are prohibited from obtaining these kinds of weapons.

Big Sis Loaning Out Military Style Drones To Sheriffs Departments: Privacy Group Sues
A privacy rights watchdog is suing the Department of Homeland Security for information relating to the agency’s practice of loaning out Predator drones to law enforcement agencies in the US.
The Electronic Frontier Foundation wants to obtain and make public details regarding the DHS’ granting permission for domestic police departments to borrow and operate the same type of drones that are used by the military in Afghanistan and elsewhere.
Information via news items, DHS press releases, and word of mouth has made it apparent that the DHS is overseeing predator drone flights for a range of local, state, and federal law enforcement agencies.
The Customs and Border Protection (CBP) is flying DHS drones fitted with video cameras, infrared cameras, heat sensors, and radar. The Texas Rangers, as well as the Bureau of Land Management, and the Department of Defense have also used DHS drones. Even a county sheriff’s department in North Dakota is reported to have operated a predator drone belonging to the DHS.
“We’ve seen bits and pieces of information on CBP’s Predator drones, but Americans deserve the full story,” said EFF Staff Attorney Jennifer Lynch.
The EFF filed suit in a federal court in San Francisco after the DHS did not respond to a Freedom of Information Act request.
“Drones are a powerful surveillance tool that can be used to gather extensive data about you and your activities. The public needs to know more about how and why these Predator drones are being used to watch U.S. citizens.”
The EFF is also suing the US Federal Aviation Administration for similar information regarding authorization of drone flights by domestic police departments. The agency has released some information but is responding too slowly to FOIA requests, meaning any data EFF receives is already well out of date.

The DHS had the audacity to call this assault “Operation Shield.” This sounds more like a name of a war operation in the Middle East than a raid on the elderly. It will be necessary to break down the resistance of the citizenry, so that the people will not take aggressive action against the state when civil unrest becomes the norm, and Martial Law is implemented. Obviously the government plan is working. These DHS “checkpoints” are becoming far too common. What began just recently in Tennessee as a test has now spread to many other parts of this country. This was expected by those of us who understand the nature of the federal government’s aggression against freedom, but the speed at which it is progressing is dangerous. These checkpoints will continue to increase in number, and will continue to expand in area. The Department of Homeland Security is preparing to use surveillance drones for the purposes of “public safety,” according to remarks made by DHS Secretary Janet Napolitano during a House hearing yesterday.
Asked by the House Committee on Homeland Security why the DHS is not more involved in overseeing the rollout of unmanned drones domestically, Napolitano responded by pointing out that the federal agency is looking at using the technology for “public safety”.

If you read the entire Contents section it appears to be written for overseas operations. The designation CI (civilian internee) is used in the charts. It was not the proverbial 3:00 a.m. phone call, but close enough. And it was not made to the White House, but to my house, which is not white, nor is it in DC. Despite the fact that the U.S. government has a history of dangerous biological testing against the American people, the Department of Homeland Security claims that a bacteria it plans to release in the Boston subway later this year to test biological sensors is harmless to healthy people.

“Federal officials say they test the subway sensors by releasing dead bacteria called B-subtilis. They say it is used in food supplements, has been rigorously tested and has no adverse health effects for low exposure in healthy people,” reports CBS News.
What effect the tests will have on unhealthy people or those exposed to higher doses is unknown.
The tests will be held in Cambridge and Somerville during off peak hours this summer, but not before a hearing on May 16, from 5:30-7:30pm at the Cambridge YMCA in Central Square, during which the public will voice concerns and ask questions about the experiment.
The bacteria will be released as a means of testing biological sensors that guard against the threat of a bio-terror attack. The DHS has released a 28-page summary entitled ‘Environmental Assessment for Bacillus subtilis Particles to Challenge Bio-Detection Sensors in Subway Stations’ (PDF).
Given the federal government’s ominous record in releasing biological agents into subway systems and other transport hubs, it’s no surprise that this latest example is sure to cause consternation, which is probably why the feds are being so open about it.
During a Senate hearing in 1977, it was revealed that the Pentagon had conducted numerous secret germ “attacks” on cities without public knowledge in an effort to test the threat posed by biological agents. These tests “may have caused outbreaks of disease which occurred in some of the test areas,” writes Leonard A. Cole, citing the Senate inquiry.
These “attacks” included a 1964-65 program carried out by the U.S. Army which involved unsuspecting travelers being sprayed with bacteria-laden mist at Washington’s National Airport.

Another example involved light bulbs containing Bacillus globigii that were dropped in the New York Subway by government scientists and allowed to contaminate the air. Similar tests were also conducted in the Chicago subway system, but when people started falling ill the connection with the tests was fudged because the government refused to keep track of the health effects of the released substance.
The hidden U.S. history of germ testing in general also serves as a warning that allowing the government to experiment with biological agents in public which it claims are perfectly safe has not always been a wise choice.
Project SHAD, a Cold War-era Department of Defense program in which veterans were exposed to deadly chemical weapons without their knowledge or consent, also represents a dark chapter in the U.S. government’s use of dangerous biological agents against its own people.
Since the 1940′s, the military and the CIA have conducted numerous “tests” on the American people, including the release of dengue fever carrying mosquitoes in Georgia and Florida, biological warfare tests on the civilian population in Puerto Rico, the release of bacillus globigii from a submarine on the port of Oahu, Hawaii, and dozens of other incidents, most of them classified.

A press release from Shelters Direct brags about how they are providing the DHS with bullet resistant guard booths. Images of the booth from the company’s website suggest the guard shacks will be used to control checkpoints.
“This guard building features a standing seam hip roof, a thru-wall HVAC unit, (2) UL 752 BR Level 3 sliding doors, UL 752 Bullet Resistant Level 3 glass and a Low]E coating. Other noticeable highlights of this prefabricated steel building include metal halide security lighting, decorative window grille frames, and a “Stop & Go” light with controls,” states the press release.
The purpose behind the bullet proof booths is unknown, but the DHS has publicly announced that it plans to increase the number of unannounced checkpoints manned by TSA VIPR teams and other federal agents beyond the 9300 that were set up last year alone.
